please enable me to give rep points to wendijane

i have been passing rep points around, but i have been unable to give them to wendijane. i repped her a lot, but, i've repped others too..and it seems that, by now, i should be able to return to giving her rep points, but the system keeps saying i have to spread more reps around to other people, but it has been saying that for more than a year, now.

please help.
