1. Thriller
2. Ghosts
3. Is It Scary
4. Threatened
5. Somebody’s Watching Me
6. Scared of the Moon
7. Little Susie

Can’t think of any others.

One thing is for sure that songs like Dangerous, Scream etc aren’t Halloween songs. Just because they have a title that may suggest that they are scary songs, it doesn’t mean that they actually are.

Would Torture count? The music video does that's for damn sure

1: Thriller
2: Ghosts
3: Is It Scary
4: Threatened
5: Somebody's Watching Me
6: Smooth Criminal (about a woman either murdered or left for dead, so it counts)
7: Torture
8: Blood on the Dance Floor
Does This Place Hotel count?

I can't think of any others.

Blood on the Dance Floor is title that may suggest that they are scary songs

If we go by title alone, then songs like Scream, Dangerous can also be considered scary songs. But when we analyse the lyrics, they aren't scary songs at all. Blood On The Dance Floor is one of Michael's femme fatale songs, and not a scary song in the mold of Thriller, Threatened, Ghosts etc.
