Not necessarily. The Weeknd is definitely at his peak right now, Bieber isn't (he was in 2015/16). However, Bieber still has singles that have more longevity

Look at the numbers for both of those songs, especially Holy. People aren’t rushing out to stream and buy it, it’s propped up almost entirely by radio
