Why wasn't the actual outtake version of Streetwalker chosen for BAD SE?

It's known that a finished mix of Streetwalker exist and yet it hasn't been chosen for inclusion on 2001's special edition of Bad. Instead we received Bill Bottrells 1988 demo mix. Was this decission made to avoide sharing royalties with Q (who's holds co-producing rights on the Westlake mix)?

I think so, I believe all the Q co produced tracks are still in the vault, including probably a lot of tracks we've already heard from the Bad album, Price Of Fame, Streetwalker, and so on, therefore we got other versions or early versions of them but that's only my understanding of it.
I'd love to hear all the Q co produced outtakes one day, although I love the rawness of the production of those demos, Price Of Fame is just incredible
 
Brad Sundberg talked about this at a seminar, I SHOULD know but I fear I forgot...
