Does anyone wonder if footage & outtakes from the blue screen exist. Im watching it & just wonder why they won't upscale this video. The 3man scene you cant even see his face....its just a blur. Does anyone know if this was shot on film or tape?
 
The videos from off the wall were shot on video format. By Thriller and onwards mj only shot on film. Some of TheJacksons short films, like Can You Feel It are also film source.

Well for one, there was the low budget destined to black artist from the label. Back then it was unusual to shot promo videos on film.
2. After the overwhelming success of OTW the budget got bigger and so Can You Feel It was the first MJ production like a short film. OTW was 79 and CYFI is late80/early 81

MJ was truly a visionary.

It's true that the major labels generally spent less money to promote R&B artists (who were mostly black) during that era. But most music videos from the late 1970s & early 1980s were low budget, no matter what the genre was.
