Did people not notice the changes in his skin color until Bad hit?
Caption: In this Victory Tour concert, you can notice that he looks lighter than his brothers.
Caption: In this picture, you can see that he is as light as the Bad era. Also, his skintone was inconsistent time to time - hinting at him trying to find the right shade to hide his vitiligo.

Did no one talk about how light he was after watching Captain EO? And I know it wasn't shown outside of Disneyland.
Caption: You can see that even his statue looks light and not chocolate brown. People must have been aware, but surprisingly no one spoke up.
Caption: I wonder the same about toy manufacterers. Were they aware or simply confused? This one is from 1983 - brown like his natural skin.
