From 31:12 (in regard to the two reasons to settle):
Harvey: Okay, I don't have a dog in the fight, but there are two reasons why people settle. One, to bury the truth. And the second is because even an allegation becomes so damaging and so expensive to, uh, defend that it is cheaper and more, you know, just smarter to settle it, and you know, and you know that there are two different reasons why people settle.
From 33:19 (in regard to the two reasons to settle):
Harvey: I'm not taking the position. You just said to me there's only one reason, and I said there are two!
Mark: There's only one reason; you and I both know.

If I understand correctly, Mark Geragos therefore believes that the Estate tried to keep the allegations secret for "one reason only": because the allegations are true.
How can Mark be so convinced the allegations are true? As Harvey explained to him, some allegations are false but so damaging w/ possible long and costly litigation that it may be best to just settle.
But once again, the Estate should NOT have paid the Cascios anything at all! (Each one of the Cascio siblings got $3.3 million dollars in Jan. 2020 after blackmailing the Estate. Officially, they were paid for their life story, but that was just a cover. And several years later, Frank & Co. demanded an additional $213 million. The Estate subsequently exposed the extortionary demands of the Cascios. Frank & Co. have now reduced their demand to $44 million.)
Blackmailers have a tendency to demand more and more money if they can... It doesn't just happen in the movies!
Mark Geragos is using this against the Estate.

Mark explained to Harvey that Frank Cascio isn't giving specific details because of the NDA. Mark is therefore predicting that the NDA will be struck down, and that once it's done, a huge bombshell will explode and shatter the Estate.
Reportedly, Frank Cascio can't wait for the NDA to be lifted to speak to the media.
