In the music video it's always been on my mind , is he wearing tight trosers with boots over them ?

That's kinda what I always assumed.........I have a lifesize cardboard standee of him in that outfit that I got when I was a little kid that had full-on MJ fever back then just like everyone else I knew! Haven't seen it in quite awhile, but I think you're right about the boots over the pants.
