Objectively speaking, I think these songs absolutely solidified Michael as king. There are others that could be debated, but these dozen or so tracks are genre-defining and groundbreaking.

MJ was called the King of Pop since 1989, so no Dangerous or HIStory or later songs should be part of the selection.
Also why have the songs to be from the Epic albums? I'm quite sure that successful things like We Are The World and Say Say Say contributed to it.

Anyone who wants to compile such an objective list, he/she simply has to look for his 20 songs (from these albums) that had the highest chart and commercial success.

As a side note, Michael Jackson had already been called King of Pop years before 1989.

After the huge success of his 'Thriller' album, press reports and magazines in 1984 started to call him King of Pop.

Like, New York Post (on February 8th, 1984) which called him with that title when it referred to his Pepsi accident at that time ("SOME LOVING BALM ON INJURED NEW KING OF POP").
