Why wasn’t on the line picked for that Spike Lee film?

I can’t remember the title of the movie but the idea was that on the line would be used for that film. Getting your songs in film is always good exposure so it is a shame it never happened.

edit: what does putting your heart on the line mean?

Yes that.s the film. But was it used in the film itself or just on the soundtrack release? Vital difference imo
Although 'On The Line' is heard at the beginning of the film, it is not included on the film's soundtrack (reportedly, due to label conflicts).
what does putting your heart on the line mean?
It means to speak truthfully, clearly and directly about your feelings (in other words, not pretending).

Not exactly that but rather in context of heart, being open to love, being vulnerable, taking risk that you might get hurt, so you could interpret it as speaking openly about your feelings.
It means what @Agonum said.

Exactly. It's similar to the saying about 'wearing your heart on your sleeve'. Meaning you are open about your feelings, as Hiker said. You're not hiding anything. It isn't just about speech. It covers your behavioiur, body language etc. It's much more about how you conduct yourself in the world, how you relate to others.
