Hot R&B chart on Billboard, after 33 years, Michael Jackson's Thriller makes the #15 spot.

^Janet's team probably paid for that position. I'm betting a lot of others did too.

In any case, Billboard can suck my socks with their biased rankings.

MJ Total sales in 2015 (USA):
121,000 - Bad
117,000 - Thriller
106,000 - The Essential
100,000 - Number Ones

Yes. Thriller sold so much more than Adele's 21. But that doesn't necessarily have to mean it was more successfull on the Billboard 200 charts.
I suppose relativity plays an important part here. Selling 10 million in 2011 is probably as big if not more than 27 million in 1982.

Thriller was kicked out of the charts by billboard after some 120 weeks or so. It made a comeback only in 2010 after they modified the rules to allow catalog albums to chart again in the B200. I'm sure that affected its standing here.

These 'Greatest of all time' lists should not be taken too seriously. But its childish to claim that Billboard is 'biased'. The way I see it, Billboard is a faithful chart machine that tries its best to be accurate.
