The early, more rudimentary demo appeared on Xscape, while the presumed final MJ version—featuring additional percussion, Western-style samples, and horns—was given an official music video on YouTube.

How do we know its 2008, I thought Damien said it was from atleast 1999 or so

It leaked while MJ was still alive. Nobody has mentioned that Fugees sample of Blue Gangsta in 2006, No Friend of Mine.
