MJ was in danger of having one too many of the same type of song. He didn't need another social call to action. It became very formulaic to have one every few years.
 
I'm not sure about more potential than Heal The World, but he definitely should have kept this one for himself, the melody is glorious

The lyrics, "life should be harmony, in this world of self destruction, nations lift your voices and sing" are truly beautiful.

This 100%! I always thought these saccharine filled anthems were a bit too much and the quality of them poorer with each attempt.
 
I think both of them have the same level of potential. There're both beautiful songs and they have amazing messages to share to the globe.
 
Between the two songs, “Heal The World” is much better. “People All Over the World” is way too saccharine to my liking, I find it to be one of the weakest songs of the Invincible era.
