Since they released MJ's due to public demand...can't we as a collective community request that Evan Chandler's be released as well? I'm sure they have one on him...or don't they?

No it doesn't.
The files were demanded under a piece of legislation called the Freedom of Information Act.
The FBI was required by law to provide the files.
