Correct me if I'm wrong, but I believe all double disc albums are counted as "2 units" instead of 1.

Firstly, simply do a bit of research and you will that, since the 90s, Sony have registered literally millions of sales via new platinum awards for a whole range of albums in the USA and world over.
And as for the 30 million album sales for HIStory, the fact that you think an unofficial MJ fan site is a credible source is laughable.
Also, to state MJ is the world’s biggest selling legacy article is suggesting you live in a world with Queen and Fleetwood Mac. MJ does very well on the charts as a legacy act, but is not doing as well as Queen and Fleetwood Mac in major markets like the USA and UK.
