This seriously feels like Little Susie part II, I actully find these lyrics alot more intriguing and disturbing than little susie. I really hope we get to hear this song one day
 
Wasn't this song recorded during the Bad sessions? I vaguely remember Joe Vogel saying that it's one of several Bad outtakes that were left off Bad 25 and that he wanted to write a piece on it one day.
 
It's so sad. You can tell Michael is talking about his own feelings. He felt that way all his life. You can tell that from lyrics like That's What You Get (For Being Polite) on the Destiny album:

Yeah, its either from Bad or Dangerous. Here's an excerpt from Frank Cascios book where he tells about how great the sound system was in Michaels bathroom and how he used to listen to songs Michael was working on:


"I liked "Turning Me Off", an up-tempo song that hadn't made it on to the Dangerous album; a song called "Chicago 1945" about a girl who went missing; a pretty song called "Michael McKellar"; and a song that eventually came out on Blood On The Dance Floor called "Superfly Sister".

Something about the way he tells it gives me the indication that this was around the Dangerous Era. If that is correct then that means that Michael worked on "Chicago 1945" for Dangerous, aswell as Michael Mckellar.
