The allegations didn't prevent these things from happening; they were never going to happen.

MJ chose to tour overseas only because he was more popular there. Bad was supposed to be his last tour; he only did Dangerous to raise money for his Heal the World Foundation, and he'd raise more money outside of the US. Prince stopped touring the US around the same time, too.

"Dangerous" was never going to be a single, because stop and think, there were nine singles released from the album. If they wanted it as a single, they would have released it as one. Obviously they didn't think it would've worked, so they passed on it.

I'm not claiming that he was going to tour the US but why wasn't there money to be made? He could have performed in stadiums.
 
The Dangerous Tour was actually supposed to come to America—after all, there were already posters with the US tour dates. Plus, there are special radio edit versions of "Dangerous" that were included on various promo CDs.

There was more money to be made overseas.

Note that international touring (i.e., outside his US homeland) entails huge transportation costs that can diminish any profits.

Due to that reason, the 'Dangerous' Tour was marginally profitable, while the 'HIStory' Tour broke even.

In any case, after the 'BAD' Tour, Michael Jackson chose to tour outside US mainly because he was more popular there.

It has been said that Michael Jackson tentatively started to create the dance choreography for that music video, and initial shooting also began.

The 1993 child sexual abuse accussations put an abrupt end to many of his planned projects (including that one).

"Dangerous" could've come out in late 1993, but they went with "Gone Too Soon" instead. They weren't gonna release anything from Dangerous in 1994, three years after the album came out in 1991.
 
While nobody knows 100% the radio edit and remix preparation suggests plans for a single release. Coupled with the (rumoured) north American leg after mexico it would have made sense to have something to push on the radio and the music TV networks. Also I remember suggestions that the military uniform group shots from around the world would form the basis of the video (I guess a version of which did end up in the short films DVD).
 
Would be interested in hearing a radio edit of Dangerous. The song is too long and doesn't do enough to be a hit on radio.

Gone Too Soon was released on December 1, 1993, ie World AIDS Day. I guess they thought it might be more successful because of that.

I could imagine Dangerous getting released a month or two after that.
 
I can't remember the source and how old this information is but I think MJ said that all 14 songs on Dangerous were meant to be released as singles but the promotion was stopped due to the accusations.

Actually, the Dangerous Tour was planned to continue into 1994, and US concerts were scheduled as part of that.



There are even concept ideas and sketches for a "Dangerous" music video that was supposed to happen.
"Dangerous" was also planned to be released as a single at some point—remixes and special radio versions were already produced. Some of the remixes originally intended for the "Dangerous" single ended up being released on the "Blood On The Dance Floor" maxi single.

Yes, edits spanish version & remixes were made.

Sony made that promo CD with edits of "Dangerous" back in 1992. It was nothing more than a promotional compilation that contained songs from other artists as well. Not any evidence that it was going to be a commercial single.

They had more than enough time to release it as one if they wanted to. Maybe it was considered as a single at one point, but there were never any actual plans. By 1993, it wasn't on the table at all.

Sony probably decided that the song wouldn't have worked as a single after how badly "Jam" flopped. While the chorus is catchy, the spoken verses wouldn't have held most people's interest. Too hard to hear what MJ is saying over the music. Note how the "Spanish edit" omits the verses entirely:

Aside from the Aloha Stadium during the History tour in 1997, MJ never performed in US stadiums after the Victory tour. The Victory tour struggled to sell out due to the ridiculous ticket system, so I guess MJ decided to stick to arenas in the US after that fiasco.

It's harder to sell out stadiums than it is arenas. MJ stuck to touring overseas because he could more easily sell out stadiums there.
