My guess:

Since this little clip already has the music edited to it, this must be an outtake from the "finished" 24 min version.
It's not like some behind the scene's outtake, that never got used for anything.
The way the old guy talks with Michael compared to what ended up in the released 9 min version is very different.
It could be that after MJ first sat down with the guy, there was a whole section of acting following, in which MJ
tried to be "bad" like the guys in the street. When that didn't work, he sat down with the old guy again, and talk was getting wise.

That, or they simply redid the whole intro in a new way. Because the leak and the talk in the 9min version just don't fit together.

Damn... we're missing 15 MINUTES!!! Mind boggling.

I already tried contacting Tatiana once asking if she knew of any scenes shot that didn't end up in the 9 min version.
But seems like she doesn't talk to just anyone...
 
Or she was just a hired actress and doesn't know everything that was shot, as it wasn't necessary for her to actually be around when Michael was filming dialogue scenes with someone else.
