He's a Pearly King, London's East End, Cockneys.
I don't know the story. I know nowadays the Pearlies are a charitable organisation and raise money for London based charities. Their motto is 'One never knows'. I think that's right.
I think a lot of them are / were costermongers - peeps who sold stuff on street stalls. Mostly the fruit and veg peeps. Again, not sure if I'm remembering that correctly.
