Everywhere I read, it says 1983, even the Estate officially states that this was the year they collabed. Except for Damien Shields. He claims it was 1980, and has even quoted Paul Anka saying so in the book Xscape Origins. So wwhich is it, 1980 or 1983? Or is it both?

1980.

Definitive proof, ok finally.

So why the 1983 claims?
Paul Anka stated that he collaborated with Michael Jackson in 1983.

For example, in 2009 he stated that he wrote and recorded (with Michael Jackson) the 'This Is It' song in 1983, in Paul Anka's studio located in Carmel (California).

But on another instances, Paul Anka stated that he collaborated with Michael Jackson in 1980, for example he writes in his autobiography:

"I first sat down with Michael Jackson and talked about collaborating in 1980. We started working together at my house in Carmel" (Paul Anka)

So, Paul Anka himself is to blame for that confusion.

Never knew the drake track sample was from It Don’t Matter To Me

Maybe it was initially 1980 then reworked in 1983 for possible inclusion on Victory? Aren't The Jacksons humming is the background on the released version?
