It looks very bad because:

- the youTube file compression ruins it
- the 4K scan is very unprofessional, there's no proper cleaning, no color correction and the whole scan just seems badly done

This is only a 2K scan. The uploader said they could only do so much considering the age and condition of the film. Maybe the non compressed file will look better.
Edit: Owner also claimed they received the film in 16:9 because that film was meant for theatres. No crop.

That turned out surprisingly terrible.

He even edited it short to fit the replaced audio track.

So it's now a cropped, shortened, audio replaced, badly compressed, too bright version with a big fan logo.
