Are we able to register a second account with the same email?

Someone may make a new account because they can't access their other one for whatever reason, but unless there is a technical issue like that then there is no excuse or need to have more than one account. I promise that I’m not gonna do anything.
It’s just I have a thing where I overthink stuff too much as part of my anxiety and I was thinking about this too much so I had to come back to this and ask it, it’s become a bit of a problem but I won’t get into that too much.
