It's strictly a genre only in the most basic terms.

In Billboard, the pop singles chart is called "Hot 100" and the pop albums chart is called "Billboard 200". The pop radio format is called "Top 40". Notice that neither of the 3 titles describes a genre of music like the other charts and/or radio formats such as Adult R&B, dance/electronic, R&B/hip hop, alternative rock, country, Album Oriented Rock, jazz, gospel, etc. When the mainstream media talks about who has the most hits or things like "one hit wonders", they are most likely talking about the Hot 100 and not one of the other charts.
