So what is the meaning of the song “Black Or White”?

Yeah, it's a very simplistic song that does exactly that.

Also, the video is a homage to Street Fighter II The World Warrior.
 
I believe that M's message is all about RACISM and the conrontation of it in all it's forms and it's weight in this society we call the humn race.
The couragous and visually creative protest against ALL HATE was only the GENIUS of Michael to make an aggressive yet HONEST, TRUTHFUL and UNDENIABLE statement to BIG to ignore about the portrayal of the African American, White, First Nations, Asian and Indian and all our struggles for EQUALITY and JUSTICE we STILL face to this very day!!

Michael was the ONLY super MEGA STAR of his time that could ever bring this crucial MESSAGE OF LOVE to the entire WORLD!!

I’d also add that, at the time the Dangerous album was released, MJ was both the most famous artist on the planet and also quite secretive, especially in the 1989-1992 period when he was busy preparing his album and subsequent tour, rather than making public appearances. All this led to the “usual” folklore stories like “MJ is a weirdo (remember the press at the time called him wacko j*cko”!), he sleeps in an oxygen tank, etc etc and also he wants to change the color of his skin to become white”. This kind of stories were taken for granted and printed even in mainstream 'serious' media. Keep in mind this was before he publicly addressed the topic of his vitiligo disease (during Oprah Winfrey’ interview iirc), at a time when nobody even heard this word before.
So, for sure (it was released as the first single right? marking his “comeback”), the main message of the song is indeed “peace and harmony between races/people of the world”, but there was definitely a twist that allowed MJ to answer the crazy media stories by telling the world, between the lines, “black or white, who gives a f*ck ?!”
 
If he (already with The Jacksons) wanted to fight inequality and injustice, a song about racism was only to be expected on the list right?

Also I remember Bill Botrell mentioning 'BoW' was an odd song for Michael to do, but I can't see what would make it different from his oter work tbh

The message of the song couldn't be spelled out any clearer...As a 9 year old the meaning of the song was easily understood to me the first time it played.

Also, Street Fighter wtf? I can't even tell how much of this thread is a joke or not😆

Um, literally all of it. Almost every scene. The game had been the biggest cultural phenomenon in the world since it came out in Feb 1991. The video was filmed Sept/Oct 1991 and the single was released in November. It fitted in well with the whole "travel to all the countries in the world" aspect.

The idea of the face transitions (morphing visual effect) was actually taken from the 1985 'Cry' music video (by the English rock duo Godley and Creme), as confirmed by Propaganda Films which produced the 'Black Or White' music video.
