They hinted at a possible release back in 2017 I think. The tour had many third parties $$ involved so any release wouldn't be cheap as far as I know. The footage is owned by MJ, who hired and paid Patrick Kelly and his crew from his pocket to document the tour. With that in mind, the Estate would want a bigger slice of the pie.
The Victory Tour was a Jacksons tour, so they'd probably want it at least 50/50 and have it as a Jacksons release. However, besides the fact presented above, the setlist had more MJ solo songs than Jacksons songs and the Estate would want to put it out as a MJ release (or MJ and The Jacksons), something that they refuse to accept.

I saw the documentary in 2022. There was no full song from the Victory tour. Just a couple of parts from different songs. I only remember for sure that Human Nature was in it. The quality was beautiful!if the documentary releases, we probably don't get any song in full. Most likely, just the end of Billie Jean, beginning of Wanna Be Startin' Somethin' couple 10 sec parts from Beat It and that one Human Nature clip which was leaked. Someone who attended the screening in 2022 said that there was only about 5 min of concert footage in the entire documentary (Journey from Motown to Off The Wall had around 8 min). They also most likely won't release it on Blu-ray but just for streaming.
Triumph was only shot on tape (see Journey from Motown to Off The Wall) but the Destiny Tour and Victory Tour footage we got to see was shot on film (Destiny 16mm and Victory on 35mm)I have decided to keep breathing until we get to see a high quality release of a Triumph and Victory tour concert. It is the only thing we know for sure that exists so one day we can feast our eyes on it, i’m confident.
