Perhaps it was his own way to pressure himself to finish the track but it just never got to be finished.

Would have made Blood feel more like a continuation to History. "Morphine", "Ghosts", and "Is It Scary" follow the same angry, personal vibe as History, so "In the Back" would've been right at home with them.
The song "Blood on the Dance Floor" doesn't really follow that vibe, and to be honest, I kinda think it should have stayed in the vault. Why couldn't the album have just been called "Ghosts" or "Ghosts: History in the Mix"? Even if I can excuse the song "Blood" since it was such an international hit, "Superfly Sister" was completely disposable.
Thematically, 'In The Back' would have fitted into the 'Blood On The Dance Floor' album, but:It would have been cool if "In the Back" was finished and put on Blood on the Dance Floor. It's a very, very well crafted pop song imo. But to be honest, when it came out it did feel very outdated to me too..It's literally just an outtake from the Dangerous sessions lol. Sounded way too outdated for 1997. No wonder it flopped in the US; they at least should at least have let Teddy Riley rework it to sound more modern.

A version with more vocals was alledgedly played at a (non Sundberg?) event in Cologne.But I do think it's weird that Brad Buxer said ITB is his favourite song.. That indicates there is more than mumbling to me. And to publicly promote a totally unfinished track for the BOTDF album to pressure himself just doesn't seem to be a MJ thing to do all; wasn't he way too conservative for that?
Likely just a alternative title to the remix, maybe they wanted to hide refugees duet before releasenow wondering how the 2Bad--Rhythm Masters Remix would sound!
