Song was written and recorded by Michael Jackson in 1977.

Janet Jackson during an interview with Q magazine in 1993:

"He (Michael) has a song called Iowa, that he wrote – people will never hear that song,’ said Janet. ‘Just before he left to film The Wiz, he put all the songs he had written on to tape in the studio in our parents’ house. Not one of them has been heard and those were songs to cry for. These are the things that he’s written for orchestras, that are classical music – like something by Bach or Beethoven."
I wonder if Iowa will be released one day

A lot of those songs were never attributed to an era specifically. I don't think 4 Tribes, Good Night, Happy Always, Monday, Shake You and Sometimes are real titles, what are the source of those? Also, Hot Fun In The Summertime points to being a song from Invincible-Post Invincible era as it was recorded at Marvin's Room studio between 1998-2003.

One thing we have from OTW though is the lyrics of In The Life Of Chico:

"Famine, starvation, hunger, poverty, a South American Family
Chico, his sister, brother, mother live alone in an old run down shack N. of Brazil.
Drought is killing the people and the calf extinction has made food supply harsh
The father of Chico went off to city for help but never came back.

Chico 9 years old is left to tend for the family, man of the house.
He provide for the family working so hard allday long to sun up to dawn
Bless Chico's pride and courage who does the work of a man for his families survival

Drought came again, killing more. Chicos sister dies malnutrition
Mother dies in shock and heartbreak leaving 9 year old Chico alone.
Shock, heartbroken, confused. As a man Chico keeps his pride.

A real man he decide to go off to the city far away to challenge to the miles
to build a fruit stand to make a living to conquer his fathers goal.

The nearest city was 50 miles away. 9 year old Chico prepares for his journey ___ the ___ fearless
but drought, heat and malnutrition killed Chico when he was 10 miles from the city
leaving his _____ in the ____ to rot with his bag ____

But bless Chicos faith, cause in Gods heaven Chico has a place."

This would sound awesome if it was recorded

To my knowledge, the only songs that are known to be OTW-era outtakes are "Little Susie" and "Wanna Be Startin' Somethin'". However, I will take the time to point out legitimate titles:

"A Baby Smiles"
"Goin' To Rio" (Pre-OTW)
"Got To Find A Way Somehow" (1979)
"Holiday Inn" (1976)
"Hot Fun In The Summertime"
"Kentucky"
"Ode To Sorrow" (1977)
"She's Not A Girl"
"Sunset Driver" (1982)
"Thank You For Life"
"That Girl" (1978)
"Under Your Skin" (1979)
"We Are The Ones" (1978)
"What A Lovely Way To Go" (1970s)
"Who Is The Girl With Her Hair Down"
"You Ain't Gonna Change Nothin'" (1975)
"You Told Me Your Lovin'" (1979)

Did Michael write this? If so, good handwriting! Better than mine

I could be wrong, but I’m pretty sure “Hot Fun in the Summertime” is from the Dangerous sessions. It’s been confirmed to have one verse and a chorus recorded.
