I think the description of this as a tribute to Michael might be inaccurate. Offset and his audience are listening to Michael sing Never Can Say Goodbye. According to a comment below the video, Offset has lost a family member or someone in his close circle and he was paying respect to them.
Otoh, his outfit is absolutely a tribute to Michael (Bad era) so I think it counts.
