He brought in Carlos Santana, came up with the whistling idea, got a choir, and did the arrangement - that was all him. He’s also the one who decided to add thank you line to Carlos at the end. Is that really not enough to be credited as a co-writer?

So he should be credited as an arranger since the song was already written. If we're being real, isn't that what Michael did to Greg for DSTUGE?
 
He got it from the ad-libs, and he changed the first line of the song.
Also, MJ took the song to another level ( the vocals, guitar solos, the rythm, etc.).

Do you think it’s possible that Michael originally struggled to reach an agreement with the songwriters over co-writing credits?

It’s just that the song is missing from the June 2001 tracklist, which is really strange! It’s one of the best tracks, and it was fully completed by February 2001. Why wouldn't Michael plan to include it in the album from the start...

YAML wasn't on the June list either as they were still configuring the album but it's very possible WH was in limbo with writing credits and the writers finally gave in and gave Michael credit.
