I don't know who the artist is but this picture looks like one of Nate Giorgio's paintings. It reminds me of his style a lot.

edit: just googled it and it's indeed Nate Giorgio :)

Nate Giorgio is an American artist best known for having worked for over 25 years with Michael.
Nate has signed an exclusive contract with Michael Jackson in 1984 to become a painter personnel.Ses works are well known, they appear in the booklet of the album HIStory, Dancing The Dream Book "and the book OPUS, etc ....
