The fact that MJ didn't record a lead vocal could mean that he still recorded a scratch vocal, right?
I don't think so since right after Brad Sundberg comments on that he says "you're not gonna hear a secret Michael song", so I don't think there's any MJ vocals to be heard. He makes it seem like it's just the interview with homeless people on top of an instrumental groove that Brad Buxer made.

It does have the actual song in it so…
 
I'll bet my whole house that it's fake given who's behind the crowdfunding but yeah, just a HQ snippet of the chorus will be enough to prove it's real and it shouldn't decrease the value of the song since that part has already leaked in low quality.

It exists on a DAT which I haven't found a secure way to transfer to a usable file yet

Thanks. But these DATs are digital tape cassettes, common in the 90's.
The dangers are 1. A tech making a copy. 2. The old cassettes malfunction and the song is lost.
