The guy being interviewed is Dietmar Kawohl, producer and songwriter working with Frank Farian and Milli Vanilli, apparently.
From5:33 onwards Kawohl speaks about Michael Jackson: "The story concerning Michael Jackson is absoutely crazy. I don“t know how to word it. MJ called Farian one day and offered him to produce one third of his next solo album. One third Farian, one third Barry Gibb and one third Quincy Jones was MJs plan. And MJ told Farian he could also chose the titles. Frank Farian replied that, sorry, he doesn“t have time to do it."
Kawohl continues to explain, not Frank was talking to MJ on the phone but his wife Ingrid (her English was better). So Ingrid talked to MJ and told him she would ask her husband but he probably won“t have time.
Kawohl: "And we thought
WHAT? And Frank explaind he is currently working on the new Milli Vanilli album and it is not possible ( to work for MJ). And we thought

The overall tone of Kawohl here is disbelief, completely understandable! This is a most crazy and insane story.
