So it's up to the county to release the mugshot.

they don't pick and choose whose mugshot to release on "criminal enough" basis, each county has a general rule that applies to everyone that's arrested.

its different counties in the city of L.A if im correct. L.A doesnt just come under one force so the county paris hilton was done in was different to the one murray was done in??

Los Angeles consists of several independent cities which makes their own decision to whether to release the mugshots or not.
The below picture is a map of LA. The white part is called "city of Los Angeles" - which is basically the downtown LA. City of Los Angeles (shown white on the map) - where Murray was arrested- doesn't release mugshots.
If you get arrested at other parts of LA - shown in gray on the map - your mugshot can be released.
Once again all of this map shows the several jurisdictions present in LA. Whether your mugshot will be released or not depends on the location that you are arrested.

Isn't West Hollywood in the City of Los Angeles?
So how was Misha Barton's mugshot made public? She was arrested and booked in West Hollywood.

Mischa Barton was arrested on a drunk driving charge in Los Angeles in December 2007. The actress, 21, was nabbed by sheriff's deputies in West Hollywood after her vehicle was spotted "straddling two lanes of traffic" and she failed to signal when making a turn. After being pulled over, the former star of "The O.C." was found to have been driving under the influence (and without a license, to boot). She was booked at the West Hollywood Sheriff's Station, where her bail was set at $10,000.
No, It is not a part of "City of Los Angeles".

I furthermore put arrows to the locations that Murray and Misha Barton was arrested. You can see that West Hollywood is shown in gray which means that it is not a part of City of Los Angeles and it has own jurisdiction and its own rules etc.

Yes, thanks for the info...although I think everyone's mugshots/booking photos should be public records equally.
