Because they would have to pay Paul Anka for using it. All tracks released on Thriller 40 were either completely written/produced by Michael or were already paid for. They chose tracks they don‘t have to pay for anything to anyone else as they didn‘t even want to release that album in the first place.I'm alright with "Hot Street" not being on Thriller 40, the song would've stood out way too much in comparison to the songs that ended up on disc 2 which most of them were nothing remarkable to begin with, so I'd prefer that it's saved for a proper album.
