If they're more interested in taking unreleased material and remixing it, it causes an issue as they need co-writers or co-producers to sign off, which is why Chicago 1945 wasn't considered for Xscape (Steve Porcaro didn't approve). Another factor is we don't know how much material Michael retired after 2002.
