IMDB don't define this exactly, but essentially people who have been a member for some time, and who score movies frequently. It is just to stop the chart being manipulated.

Since it is mainly fans who have recently joined who have been giving it 10's (not regular voters), even if it were to get a higher score it won't be in the chart.
