i think it is a complete song, as L.A Reid said that the only incomplete recording on the album is love never felt so good! just because a song is short does not mean it's not complete, lol.. have faith

No. Chicago is She was Loving Me - Loving You is a totally different song.

Chicago's full name is Chicago (She Was Loving Me). I assume The Estate and Tumbaland renamed it Chicago because there are many titles with the word love.
